There, reopening was authorized without the model undergoing any technical changes; only the invisible identity-verification agreement in exchange for access was modified.
How likely is it that OpenAI's statement about its model being hacked was incentivized, or at least amplified at a convenient moment? I don't have a firm answer, and it would be irresponsible to pretend otherwise. The timing coincides with the need to reinforce a victim narrative that justifies stricter restrictions against foreign developments. That doesn't prove manipulation. It simply makes the coincidence worth scrutinizing.
The same pattern shows up in the convergence Washington and Beijing display over state management of frontier AI. Far from being pure competition, this looks more like a regulatory cartel deciding who gets in and on what terms. The distillation being criticized isn't exclusive to China, nor is it necessarily illegal: it's part of common practices that the U.S. industry itself used for years.
The accusation then functions as a political boundary drawn after the fact. Whoever builds the initial advantage also writes the rules that keep others from catching up.
