The goal would be to pause or slow down the development of next-generation systems. Safety concerns stopped being hypothetical.
AI governance is the set of rules, agreements, and oversight mechanisms that decide who can develop advanced artificial intelligence systems and under what conditions. Without that framework, any lab with enough capital can release a model to the world without any external audit. That's exactly what's at stake when Altman talks about coordination among labs. It's not philanthropy. It's the chance to write those rules before someone else does.
